A First Ranger who is Ryu and Bosch's superior officer. She is a master of Deathbringer, an elegant swordfighting technique, and is Ryu's fighting instructor.

Has the bizarre ability to absorb the strength and abilities of the dead. He is thought to have originally been a fairly high-ranking Ranger.

Tantra's henchmen.
They seem to have undergone treatments - ones using the bodies of Deecs as a base - to increase their strength.

Mebeth

The leader of the antigovernment organization Trinity.
He is presumed to have a D-Ratio to rival those of the rulers.
Trinity was originally nothing more than a loose association of criminals who had fallen through the cracks of society, but he turned it into a true organization.

Deamoned

One of the oldest Members, he faced a dragon once before Ryu. His eye was lost then.

Hortensia

One of the rulers, she is said to be able to manipulate time and space as she pleases. She predicts a future where a dragon will open the world, but...

Cupid

He has the power to read the "flow of thoughts" of others, and beyond this "flow," he can glimpse the future. He sees within Ryu a vision of the pure intentions that humanity has supposedly lost, but...

Jezuit

Since the rulers' D-Ratios are not made public, it's unknown whether this is true or not, but he supposedly has the lowest ratio of all the Members. Possibly because of this, he is opposed to the idea that D-Ratios should be used to determine everything.

Vexacion

A long-time Member, on par with Deamoned or Elyon.
A master of the Wake technique, which boasts overwhelming destructive power, he is known as a Kensei.

Elyon

The highest authority, who controls the Members.
He has the power to completely control the dragon, and he is supposedly waiting for someone with power even greater than his to appear and open the world.
